On 8 March 2006, a foundation stone laying ceremony was held for Jiangyin Waste-to-Energy Plant in Yue Cheng Town, Jiangyin City. The ceremony hosted by Mr. Wang Xinan, Mayor of Jiangyin City, was attended by Mr. Zang Qiutao, General Manager of China Everbright Group, Mr. Chen Xiaoping, CEO, and Mr. Philip Fan, General Manager of China Everbright International, Mr. Zhu Mingyang, Secretary of Jiangyin CPC Committee, Mr. Huang Manzhong, Chairman of Jiangyin People’s Congress, Mr. Wang Xinan, Mayor of Jiangyin City and Mr. Sun Fukang, Jiangyin municipal CCPPCC Chairman.

On the occasion, Mr. Chen Xiaoping, CEO of China Everbright International, introduced China Everbright International and details of the project, and reassured that the Company would adhere to the “high standard, high quality, high level and high efficiency” principles in building the Jiangyin Waste-to-Energy Plant. Mr. Zang Qiutao, General Manager of China Everbright Group, stated, “China Everbright Group has always been supportive of China Everbright International’s environmental protection projects, including this Jiangyin Waste-to-Energy Plant project. China Everbright International will strictly implement the contract it signed with the government, fulfill its promise, and do its best every step of the way to build a model Waste-to-Energy Plant above and beyond domestic and international standards that both citizens and the government would find satisfactory.”

Mr. Zhu Mingyang, Secretary of Jiangyin CPC Committee, also congratulated all parties involved in the project and commended China Everbright Group and China Everbright International for their integrity, efficiency and vision. He believed that given the support of officials at different levels, the extraordinary strengths of China Everbright International and the concerted effort of those involved in the project, the Jiangyin Waste-to-Energy Plant will be able to deliver magnificent achievement, both economically and socially.

The Jiangyin Waste-to-Energy Plant is located at the foot of Qin Wang Mountain, Qin Huang Village, Yue Cheng Town, Jiangyin City. On a near 100 hectares site, it will have a gross floor area of 17,000 sq. m. and daily waste treatment capacity of up to 1,200 tonnes. It will be the largest county-based modernized waste-to-energy plant with daily waste treatment capacity of over 1,000 tonnes. The project will be constructed in two phases after planning. After the first phase is completed, the plant will be able to incinerate up to 800 tonnes household waste per day. The total investment of the project amounts to approximately RMB388 million and will be operated on BOT basis with China Everbright International responsible for investment, construction and operation for a term of 30 years.

The plant will adopt leading international sophisticated waste treatment technology befitting the country’s requirements. Key systems, including the incineration system, smoke and gas treatment system, and DCS system, will be introduced from overseas. Gas emission will be strictly controlled according to European Community standard, which means pollutants emitted will only be one-tenth of what is currently permitted in China. The workflow of the plant will involve the use of a waste collection and storage system, incineration and furnace system, gas purification system, turbine generator, ancillary and automatic control systems. The plant will be equipped with three furnaces each capable of treating 400 tonnes of waste a day, and two 12,000-volt turbine generators to generate electricity on grid. The new waste-to-energy plant is envisaged to be a top-grade and internationally leading power plant, which can serve as a model for the environmental protection industry and be used as a base for environmental protection education.
