Jinan Waste Water Treatment Project Makes Notable Progress

Establishes Jinan Waste-to-energy Project Company

Co-holds Celebration Ceremony themed "Environmental Protection, Technology and Development" for National Games of the PRC with the Jinan Municipal Government

China Everbright International Limited ("Everbright International" or "the Group") said its Jinan No. 1 and No. 2 waste water treatment plants have met Grade 1A discharge standard, No. 3 waste water treatment plant (Licheng Project) is in test run and the construction for No. 4 waste water treatment plant (Xike Project) has started. To celebrate the establishment, registration and inauguration of Everbright Environmental Energy (Jinan) Limited, the Group jointly hosted a celebration event themed "Environmental Protection, Technology and Development" with the Jinan Municipal Government, which was attended by senior officials of local ministries and commissions showing the support of the government to the environmental protection business of the Group.

Jinan Waste Water Treatment Project

The Group operates four waste water treatment plants in Jinan City, of which, No. 1 and No. 2 waste water treatment plants with total daily water treatment capacity of 420,000 tonnes are operated on TOT (Transfer-Operate-Transfer) basis commanding a total investment of approximately RMB400,000,000. The Group invested approximately RMB287,000,000 in 2008 in upgrading and expanding the plants to Grade 1A standard, and the related work was completed ahead of the schedule to cope with the overall arrangement of welcoming the National Games in Shandong Province. The plants have been operating smoothly with emission levels meeting target standards. They are able to treat 500,000 tonnes of waste water per day at RMB1.012 per tonne versus RMB0.75 per tonne before.

The Group commenced construction of Jinan No. 3 waste water treatment plant in September 2008 on BOT (Build-Operate-Transfer) basis and the discharge quality reached Grade 1A of the national waste water discharge standard. The plant has a designed daily water treatment capacity of 100,000 tonnes and took approximately RMB138,000,000 to build. As a welcoming project of the National Games, it was completed in June this year and has started trial operation.

As for Jinan No. 4 waste water treatment plant, it is a BOT project with a 26-year exclusive concession. It costs approximately RMB72,680,000 and has a designed daily waste water treatment capacity of 30,000 tonnes. The plant will be constructed according to Grade 1A standard and operation is scheduled on the first quarter next year. By then, the waste water treatment capacity of the Group in Jinan will increase to 630,000 tonnes per day with all urban waste water treated in Grade 1A standard.

Jinan Waste–to–Energy Project

The Jinan Waste-to-energy Project commands a total investment of approximately RMB900,000,000 and will be operated for 25 years by the Group on BOT basis. The project with a daily waste processing capacity of 2,000 tonnes will take 18 months to build and the key equipment for the plant will be imported from overseas. It will be the largest household waste-to-energy plant designed in the PRC in terms of investment and construction scale.
