Everbright International Secures Changzhou Household Waste-to-energy Project Upgrading, Marking China's first Fenceless Community-friendly Waste-to-energy Project


Hong Kong, 23 September 2019 – China Everbright International Limited ("Everbright International" or the "Company") (HKSE: 257) is pleased to announce that the Company has recently reached an agreement with Changzhou Urban Management Bureau of Jiangsu Province (江苏省常州市城市管理局) and secured Jiangsu Changzhou Household Waste-to-energy Project ("Changzhou Project") Upgrading, with an investment of approximately RMB140 million.

Changzhou Project, with a total investment of approximately RMB413 million, commenced construction in June 2007 and commenced operation in November 2008. With an operation period of 25.5 years and covering a land of 75 mu, the project has a designed daily household waste processing capacity of 800 tonnes and is expected to generate approximately 87 million kWh of green electricity annually.

As one of the earliest projects developed by Everbright International, Changzhou Project is regarded the most representative and demonstrative project in the domestic waste-to-energy industry. It is the only project of this type in China that is located in communities, as well as one of the projects that provide experiences of responding to the Not In My Back Yard effect to governments that plan to develop waste-to-energy projects in urban areas. Since more than a decade ago, Changzhou Project has accumulatively received approximately 70,000 visitors, becoming a green landmark of Changzhou City.

The upgrading work will dismantle the fences of the project and build a number of community-friendly facilities in the project area, such as a library, an environmental popularisation hub (which may include a science popularisation and education center, a small coffee and book bar, and eco-restrooms). In the meantime, the upgrading work will enable the project to further comply with the ultra-low emission standards, aiming to develop the project into the first fenceless, fully-open and community-friendly waste-to-energy project in China. The government of Changzhou City will take various measures, such as increasing the waste processing fee and extending the concession period, and work with Everbright International to further enhance Changzhou Project as the city's landmark.

The enhanced collaboration between Everbright International and the government of Changzhou City for the development of an open and community-friendly project will be demonstrative for the whole industry.
