Groundbreaking Ceremony Held at Everbright International Suzhou Waste-to-energy Project Phase III

To Realize Goal of All Household Waste "Be Incinerated, None for Landfill" in Suzhou City upon Completion



China Everbright International Limited ("Everbright International" or "the Group") has announced its Suzhou waste-to-energy project ("Suzhou Project") Phase III has held a groundbreaking ceremony on 30 May 2011. Mr. Yan Li, Deputy Secretary of CPC Suzhou Municipal Committee and Mayor of Suzhou City; Mr. Zang Qiutao, Vice-Chairman of Everbright Group and Mr. Zhang Yuejin, Deputy Mayor of Suzhou City were accompanied by Mr. Chen Xiaoping, Chief Executive Officer of Everbright International to preside and officiate at the ceremony.

Suzhou Project Phase III is located at the foot of Qizi Mountain in Mudu Town, in Suzhou City. Commanding a total investment cost of approximately RMB750 million, the Project has a designed daily processing capacity of 1,500 tonnes and comprises three 500-tonne waste incinerators and two 15MW generators. Preparatory works have smoothly progressed and the construction work is expected to take 18 months and to be completed and commence operation in 2013. The Project includes comprehensive upgrading works for waste leachate treatment aimed at improving waste leachate discharge to a Grade 1A standard and gas emissions to fully reach the Euro 2000 standard.

Upon commencement of operation, Suzhou Project Phase III will have an annual waste processing capacity of 1.73 million tonnes of urban household waste. It would also generate 490,000,000 kW of green power to be used by 200,000 households per year and reduce emissions of CO2 by 800,000 tonnes. Suzhou Project Phase I, II and III altogether would have the capacity to treat the entire household waste of Suzhou City.

For years, Everbright International has dedicated efforts to solve the mounting problem of "garbage hills" created by rapid urbanisation. To celebrate the groundbreaking and express the appreciation for the Group's efforts, Mr. Zhang Yuejin, Deputy Mayor of Suzhou City, said, "The Suzhou Project Phase III is a priority undertaking for the Municipal Government in 2011 and a key support facility in Suzhou City. Today's groundbreaking ceremony opens a new era for the solution of urban waste in Suzhou City, and helps to achieve the objective of "Be Incinerated, None for Landfill". I sincerely hope that Everbright International continues to leverage their global leading technology to build the Suzhou Project Phase III as a model waste-to-energy venture in the country, and that this socially and industrially valued, high quality project can strive for operations soon".

Mr. Chen Xiaoping, Chief Executive Officer of Everbright International, said, "Everbright International will use the Suzhou Project Phase III to achieve our objectives of reducing carbon emissions, protecting the environment, saving energy and advancing a recycling business.
